Eh it depends. The textures, lighting, grass, and scanned faces in RC4 are leagues ahead of RC3 (check out the new instant replay feature--graphics are legit good). The problem is that it doesn't seem to be optimized for current-gen consoles, so it's taking all that fine quality and rendering it down to make it somewhat playable. It's like a PS5 game running on a PS4, whereas RC3 was really a PS3 game running on a PS4.
